  General debate (continued)UN@80: Catalyzing Change for Sustainable Development.  The 2030 Agenda for Sustainable Development encourages member states to conduct regular and inclusive reviews of progress at the national and sub-national levels, which are country-led and country-driven. These Voluntary National Reviews, or VNRs, are presented at the HLPF meeting annually in July in New York. The  2025 High-level Political Forum on Sustainable Development (HLPF)  will be held from Monday, 14 July, to Wednesday, 23 July 2025, under the auspices of the Economic and Social Council.    Special High-Level Event on the occasion of the 2025 United Nations High-Level Political Forum on Sustainable Development (HLPF) - "A networked multilateralism for present and future generations: Local governments at the heart of the countdown to 2030". The Local and Regional Governments Forum (LRGF) , will highlight the interconnectedness between local action and collaborative multilevel governance as key drivers for SDG implementation . It will also underscore the need for a renewed, networked, and inclusive multilateral system—one that delivers for present and future generations by recognizing local and regional governments as political actors with a legitimate mandate from their communities, and meaningfully engaging them in intergovernmental processes and UN policy-making bodies. The plenary meetings of the 4th International Conference on Financing for Development (FFD4) will serve as a central platform for governments and stakeholders to present their statements, share national, regional and institutional perspectives on financing sustainable development, and make global calls to action. The plenary meetings will be at the heart of the FFD4 Conference. Over eight sessions, world leaders, ministers, and senior officials will share their experiences, challenges, priorities and initiatives for financing the Sustainable Development. The general debate will offer a broad view of how countries are addressing issues such as debt, climate finance, inequality, and the need for stronger international cooperation. "Building on the Sevilla Commitment, the "Sevilla Platform for Action" (SPA) will mobilize alliances to implement specific actions of the outcome document to address shared challenges towards the achievement of sustainable development. Coalitions of countries and other stakeholders will be invited to launch voluntary initiatives to deliver measurable progress to boost the renewed financing framework with a highly ambitious package of concrete actions.
