During the week of the IMF–World Bank Spring Meetings in Washington, DC, the Ministers of Finance and Central Bank Governors of developing countries will launch the Borrowers' Platform to improve their debt management capacity. The initiative is Member State-led, with UN Trade and Development (UNCTAD) serving as the secretariat. With remarks by UN Secretary-General António Guterres. Launch of the Sevilla Forum on Debt The Sevilla Forum on Debt will be launched at the sixteenth United Nations Conference on Trade and Development (UNCTAD16) . It is one of the key commitments of the 4th Financing for Development Conference (FFD4) which took place in Spain in July 2025, and it represents a breakthrough in tackling the entrenched debt crisis in developing countries. In the Sevilla Platform for Action (SPA), coalitions of countries and stakeholders are announcing 130 high-impact initiatives to implement the Compromiso de Sevilla - the outcome document of the Fourth International Conference on Financing for Development (FFD4) . This Sevilla Platform for Action announcement will cover two initiatives - Global Hub for Debt Swaps for Development and Debt Pause Clause Alliance. Global Hub for Debt Swaps for Development: This initiative aims to establish a Global Hub for Debt Swaps to improve the design and implementation of debt swaps, and increase potential for scale up.
