Global Services Forum 2025 & 5th UNCTAD Youth Forum (Final session). The  16th conference on trade and development (UNCTAD16)  takes place from 20 to 23 October 2025 at the Palais des Nations in Geneva, with the theme " Shaping the future: Driving economic transformation for equitable, inclusive and sustainable development ". Hosted by Switzerland and UNCTAD, the conference convenes Heads of State and Government, Ministers of Trade and Economy, Nobel Laureates, leaders of international organizations, representatives of civil society and renowned experts to engage in high-level dialogue on global trends and policy perspectives on trade, investment, development and the digital economy. The plenary meetings of the 4th International Conference on Financing for Development (FFD4) will serve as a central platform for governments and stakeholders to present their statements, share national, regional and institutional perspectives on financing sustainable development, and make global calls to action. The plenary meetings will be at the heart of the FFD4 Conference. Over eight sessions, world leaders, ministers, and senior officials will share their experiences, challenges, priorities and initiatives for financing the Sustainable Development. The general debate will offer a broad view of how countries are addressing issues such as debt, climate finance, inequality, and the need for stronger international cooperation. It will also be a space to propose ideas, strengthen partnerships, and call for concrete action to close the gap in financing for sustainable development. Two years after the Summit for a New Global Financial Pact (June 23-24, 2023) which established the Pact for Prosperity People and the Planet (4P), the international community will convene for the Fourth International Conference on Financing for Development (FfD-4) , taking place in Seville from June 30 to July 3, 2025. This high-level, multi-stakeholder round table will focus on how governments can strengthen fiscal systems to unlock and direct public resources toward sustainable development priorities. Participants will explore how to raise and manage public revenue more effectively to support national sustainable development strategies. Discussions will include fiscal management and capacity building, tax reform and cooperation, combating illicit financial flows, subnational financing, and ways to improve transparency and accountability.
